The Authority
The Sindh Electric Power Regulatory Authority is established under section 3 of the Sindh Regulation of Electric Power Services Act, 2023. It consists of a Chairman and three Members, appointed by the Government of Sindh on the recommendation of a Selection Committee.

Rafique Ahmed Shaikh
Appointed by the Sindh Cabinet on the recommendation of the Selection Committee, for a term of four years under the Sindh Regulation of Electric Power Services Act, 2023.
Functions
- Presides at every sitting of the Authority and settles its agenda.
- Signs the determinations of the Authority and authorises the affixing of the common seal.
- Represents the Authority before Government, the Assembly and other regulatory authorities.
- Is the appointing and disciplinary authority for the officers and staff of the Authority.

Nand Lal P. Sharma
Appointed by the Sindh Cabinet under section 3 of the Act, with responsibility for the technical and development side of the Authority's work.
Functions
- Leads the technical evaluation of every application for a licence or registration.
- Convenes the Technical Committee which settles the engineering values in the distribution, metering and safety codes.
- Oversees the standards of supply, metering accuracy, protection and safety clearances.
- Advises the Authority on system capacity, connection and open access questions.

Irtafa-ur-Rehman
Appointed by the Sindh Cabinet under section 3 of the Act, with responsibility for the legal and corporate functions of the Authority.
Functions
- Leads the drafting of the regulations, guidelines and forms of the Authority.
- Settles the jurisdictional position on every application which touches the federal framework.
- Conducts hearings, and prepares the reasoned determinations of the Authority.
- Oversees complaints, enforcement and the alternate dispute resolution machinery.

Faisal Jahangir Malik
Appointed by the Sindh Cabinet under section 3 of the Act, with responsibility for the finances of the Authority and for policy advice to Government.
Functions
- Oversees the Fund of the Authority, its budget, accounts and audit.
- Leads on tariff methodology and the financial evaluation of applicants.
- Advises Government on the Electric Power Policy and Plan under section 12 of the Act.
- Reports to the Authority on fee recovery, the annual fee cycle and financial self-sufficiency.

What the Authority does
- Grants, modifies, renews, suspends and cancels licences for electric power services within the Province.
- Registers captive generation companies, and grants concurrence for supply within a corporate group.
- Determines and approves tariffs where a tariff falls to be determined under section 19.
- Specifies the distribution, metering and safety codes and the standards of service.
- Decides consumer complaints, free of charge, after hearing.
- Maintains and publishes the registers of licences, registrations, concurrences and applications.
- Advises Government on the Electric Power Policy and Plan under section 12.
- Enforces the Act, and imposes fines and penalties under section 27.
What it does not do
- It does not regulate any activity within the regulatory competence of the Federation or of an authority established under Federal law.
- It does not lend to, invest in, guarantee or take equity in any project it regulates.
- It does not introduce a sponsor to a lender, or advocate for any applicant.
- It does not fix, approve or publish the price agreed in a bilateral supply contract.
- It does not give a binding ruling in advance of an application. Pre-application guidance is advisory.
Jurisdictional screening
Every application is screened before it is registered. Where any part of it falls within federal competence, the application is returned with written reasons and the fee is refunded. The Authority does not sever an application and proceed on part of it.
How the Authority sits and decides
Sittings
The Authority sits as a body. The Chairman settles the agenda and presides. Minutes record every decision with its reasons.
Delegation
Routine registrations and uncontested concurrences are delegated under section 35, so that files are not held up waiting for a sitting. Every delegated decision is reported to the Authority.
Reserved matters
Grant and refusal of licences, tariff determinations, fines, the reopening of a contract and any contested matter are reserved to the Authority itself.
Reasons
Every determination is in writing with reasons, and is published alongside the instrument. No application is refused on a ground not put to the applicant.
Hearings
A hearing is afforded before any refusal, before a condition to which the applicant has objected, and where an objection raises a material issue.
Conflict of interest
A Member with an interest in a matter discloses it and takes no part in the decision. Every applicant declares connected interests in Form U-7.
